Brief History of the Unit
Established in 2020, the Physical Planning Unit is responsible for the coordination of all physical development programs of the University. Before its establishment, the activities and functions of the PPU had been hitherto outsourced to an appointed Project Management Consulting firm and the Works Department. It was therefore apt and right to create the Unit to drive all physical development activities and functions of the university. The National Universities Commission (NUC) recommends that PPU shall co-ordinate and monitor all capital and infrastructural development projects in the University while serving as an internal consultant where the need arises. The PPU, headed by a director who is directly responsible to the Vice-Chancellor, has lived up to the desired expectations.

Units
The Director is supported by a team of professionals and other junior staff. The senior staff are professionally qualified individuals in their respective disciplines. They are supported by other technical staff in each of the sections. An administrative Secretary and other support staff shall also be required. The following are the Sections under the Unit.

Mission/Vision/Goals/Responsibilities

  1. To serve as a clearing house for all capital and infrastructural development projects of the University.
  2. To provide essential, effective, and professional services to the Vice-Chancellor, statutory, and other incidental University committees at all times on matters relating to Physical Planning and infrastructural development of the University.
  3. To facilitate the preparation, monitoring, maintenance, and regular updating of the University Master Plan.
  4. To liaise with user departments of the university (obtaining needs and briefs of requirements) and ensure conceptualization and execution of projects in the University, using international best practices.
  5. To facilitate the accreditation and appointment of construction project/management consultants and setting standard formats and benchmarks for prequalifying prospective contractors of all categories in accordance with professional best practices and the establishment laws of the University.
  6. To ensure that all designs submitted by commissioned consultants conform to the NUC guidelines, and user’s requirements and are in line with the master plan of the University.
  7. To coordinate the activities of recommended consultants on projects through all tendering stages, and monitoring of construction from inception of projects to completion, handing over and rendering of final accounts.
  8. To ensure that University projects are processed through the approved Federal Government Due Process Procurement Procedure.
  9. To prepare every necessary pre-contract document for the University Tenders Board and funding/donor agencies.
  10. To prepare Tender reports, evaluation, analysis, and reporting of cost implications on contractual issues.
  11. To monitor and provide effective post-contract services and supervision of all construction projects embarked upon by the University from inception to completion.
  12. To provide effective and efficient development control services and grant planning permits to all private development projects in the University.
  13. To ensure that due diligence, the National Building Code, and international professional best practices are adhered to in all contracts.
  14. To prepare and submit progress reports on the state of affairs of all university projects.
  15. To carry out all such lawful duties as directed by the Vice-Chancellor for the smooth administration of the University.
  16. To perform all other responsibilities and professional services that shall be ascribed to the Physical Planning Unit of the University.
